[TYPO3-typo3org] A small bug in the 4.5 release notes

Hi,

Thanks for the nice release notes and congrats to those involved in the 
new pages, perhaps a glimpse into the future typo3.org...

Just a small thing: the link to "Technical release notes" at the tope of 
the 4.5 release notes 
(http://typo3.org/download/release-notes/typo3-45/) points to nowhere 
(and hence back to the typo3.org home page).
