from the principle yes :-) though it's not easy to differentiate. With 
each upload eg both are involved. SOAP communication is done by TER but 
sql is done for ter_fe too (create the upload record for display on t3.org)

But don't worry, we will address it to the right place. Nearly all you 
deal with is ter_fe, SOAP is ter. We do both, we only need tickets to 
get most fixed.
