has confusing documentation

I copied a function code to ext_localconf.php but I didn't noticed to change

t3lib_extMgm.addTypoScript to t3lib_extMgm::addTypoScript


That cause fatal error - please use syntax, which can be directly used 
in ext_localconf.php files.
