Hmm, the wording is not very clear IMO. I can guess that "complete" 
means "source + dummy", but what should "update" mean. It feels like 
there's some update tool that can be installed and run to update your 
installation.

More generally, I still think that those links should be one level up, 
on the "Download" page for easier and quicker access.
