if you get closer to TYPO3 you will need the english language as we had 
agreed to use it for global communication. This is done on another level 
than just the first or local(!) questions.

what we need is a good systematics for all the languages.
maybe something like "typo3.local.<language-code>" (and also have a 
typo3.global in english)
and to get the system complete, close the old groups like typo3.german 
for further usage (I think you can't move all entries to the new NG as 
the 'archives' would generate broken links)

while lokking at the list of NGs:
what about a level 'events'?
typo3.events.gsoc
typo3.events.t3board
typo3.events.t3dd
typo3.events.t3uxw
typo3.events.tycon

How much overhead would be an empty NG?
supposed I'm a experienced TYPO3-user with a native language not yet 
supported in the NGs and I'm happy with the common english  NGs.
I could subscribe to this new NG and wait for anyone to ask a question, 
while using the old NGs for myself questions.

that could be a chaos within a short time where nobody has an overview 
about the different languages (and questions).
and what about different fonts? 
having a NG with russian, chinese, japanese (it is not fully the same 
than chinese!), thai, arabic, and something like old ascii with some add-
ons (e.g. danish)
