[TYPO3-typo3org] TER suggestion: Copmmenting system on extensions

Hi Steffen.

The rating system only allows you to post one comment (or at least it's 
supposed to) in combination with your rating.
And the rating system is not connected to the version online. (example: A 
user could have cast a negative vote / comment on a v0.0.1, which wouldn't 
fit the current v9.0.0)

What Im suggesting is a commenting system, related to the current version 
displayed at TER, maybe with the possibility to see comments for older 
versions too.
