[TYPO3-typo3org] package for all sysext and coredocs?

Hello Steffen and Francois,
yes, when BOTH is possible that's the fastest way to get the manuals.
The download-location of the manual-package would not be perfect, but
it's good for now.

http://typo3.org/documentation/document-library/core-documentation/
or
http://typo3.org/documentation/document-library/sysext-documentation/

Who does have the access to change ter_doc? Without a change of the code
we can't add the extra path.
