[TYPO3-typo3org] EXT download from typo3.org is kind of broken

Hi,

I just discovered a very strange thing: If you download a t3x from
typo3.org directly it is missing the constraints in ext_emconf.php.

If the extension is downloaded using the extension manager it works fine.

You can test this with
http://typo3.org/extensions/repository/view/wt_directory/current/info/
which should have tt_address and wt_doorman as required extensions.

Can someone can confirm this?
