[TYPO3-typo3org] Suggestion: Make "Feedback" link on TER userdefinable

If you on TER wants to make a bugreport on an extension, then clicking
on the "Feedback" link brings up a contact form.
It's a bit anoying to recieve email bugreports, when you have a
project on Forge. (The TER bugreport is only sent to the the main
developer of the extension, and not visible to all project members.)

So it would be cool if it was possible to change the functionality of
the "Feedback" link, so the ext owner could point it to the Forge
project page, instead of it bringing up the contact form.
