[TYPO3-typo3org] Online rendering of manuals adds empty sections to the table of content

Hi Steffen.

The problem is not limited to my manual alone, but exists in several of the 
extension manuals. So I would say it's a problem in the rendering scheme.
As I said earlier then it's a pagebreak that causes the wrong sections to 
appear, so it must be somewhere in the translation/rendereing process it 
goes wrong. (I tried installing ter_doc, but I haven't figured out how it 
works.)

The rendering should simply ignore pagebreaks, as they are not useful for 
HTML rendering, instead of creating empty sections.

Here's a couple examples of other manuals with wrong "Extension Manuals" 
sections.
