[TYPO3-typo3org] Error in extension key management

I believe the counter for the downloads has the same problem nad has
had it for a while. I uploaded an extension and while even I myself
have downloaded it again once, it still shows zero downloads. I can't
check now because typo3.org seems to not work properly in general and
the TER in particular. :(
