[TYPO3-typo3org] TER: Download count is not working properly

maybe i should describe the complexity of this problem:
There are many mirrors used for TER and they use a cronscript to analize 
their logs to get the counts, and these scripts send results with soap 
calls to typo3.org.
So the only way to fix is to use an own TER and simulate the calls, also 
there is no easy way to debug that from the typo3.org-side.
