[TYPO3-typo3org] Missing files in Release-TGZ

Hi there,

today i wanted to package the current 4.1.3 for debian and noticed, that
the files INSTALL.txt, README.txt and RELEASE_NOTES.txt are missing in the
provided typo3-src.tgz.
Could someone please fix this?
