[TYPO3-typo3org] Bug tracker login is not possible through proxy

Hi!

I connect to the Internet through satelite network. It uses anonymous 
proxy for all users. Every time when I try to login I see the following 
error: "The link to this application has beem used before". It seems 
that SSO login does not handle such situations properly. For me it means 
no bug tracker access at all.

How can this be fixed (if can be fixed at all)?
