yes.

E.g. different version numbers of extensions could be developed by 
different persons. Under tt_products the PHP4 development and later the 
support for TYPO3 3.8.x will stop. But other persons could still help 
here and support this by uploading more versions of 2.5.x .

Maybe you should enhance the version numbers. Create a 4th number for 
the person who did the upload.
2.5.1.1 is for an upload by person 1
2.5.1.2 is for an upload by person 2
