[TYPO3-typo3org] Incorrect download counters in TER?

it's not a bug in TER2. There is one customer of NetCologne with an
apparently misconfigured firewall or broken system who has tried for
weeks to download this tutorial. He seems not to be aware that there
is a problem on his side, so at times he gets frustrated and starts
another download every other second. I had to block his IP a few
times now because he started to overload the interface queues.

In general all the counters are way to low because at the moment we
still only count downloads from the main mirror; the real numbers would
probably be about 5 times higher.
