[TYPO3-typo3org] New feature in TER2 online: Administration of extensions

Hi folks,

today I spent with the implementation of a feature we desperately  
needed: administration of extension keys and extensions. It is now  
possible (for those who are members of the TER admin usergroup) to

   - transfer any extension key to a different user
   - completely delete versions of any extension
   - upload any extension via the EM
   - delete any extension key (after deleting the extension versions  
first)

I just installed the new version of ter and ter_fe at typo3.org and  
it seems to work just fine.

Before you ask - I don't intend to make any of these functions  
available to regular users, I still think that deleting extensions  
should only happen in certain circumstances like for security  
reasons. That's why only members of the security team and the  
typo3.org team are allowed to become members of the admin group.

As for the typo3.org team, all those who have admin access to  
TYPO3.org may just add themselves to the FE usergroup "TER  
Administrators". If it becomes neccessary to have additional group  
members from the security team, Michael Hirdes grants the neccessary  
rights - or not.

@Michael Scharkow, Sebastian etc.: ter.dev.robertlemke.de also runs  
the new version, but I didn't upload it to SVN yet. Will do that later.
