[TYPO3-typo3org] doc_inst_upgr in wrong category

Please fix yourself:

  - Login to TYPO3.org (BE)
  - Go to the TER_DOC module
  - Select the "categories" function
  - Click at "Create new assignment" and assign the extension key to the 
    category

We might want to add that function to the frontend add some point, but for now 
this is the way it works.
