[TYPO3-typo3org] Add new.typo3.org to quick access dropdown menu

On .org, the Go to menu should provide a quickaccess to the full 
news.typo3.org.

And the page http://typo3.org/about/official-typo3-sites/ should also 
state that news.typo3.org is an official site.

Maybe this addition was delayed because the news site is still using the 
old template...
