[TYPO3-typo3org] why are there still obsolete extensions listed

Why are there still extensions listed in the TER that are completely 
useless (I name the dozen news addons or the several obsolete rte 
extensions), they just make it hard for newbies, and for us to navigate 
through the full list.

What is the policy behind this current setup, is it just for backward 
compatibility for previous typo3 installs? I didn't find any info on 
this at typo3.org website
