[TYPO3-typo3org] New feature: Manual not available - why?

Hi folks,

today I created and deployed a new feature for the TER: During the  
rendering process ter_doc will now create a report if manual could  
not be rendered. This report should help extension authors to solve  
problems with their manual structure.
