contrary to what tapio wrote: Yes, this is the right place for your
question. 

The answer is: Please send an email to webmaster at typo3.org stating your 
username and with your picture attached. The image should have exactly the 
dimensions like the other user pictures. Julle, Karsten or I will then
upload 
your photo to typo3.org.
