Yes it is.

This looks too much complicated to me!
What is wrong exactly with the workflow of TYPO3?
Suggestion: You don't need to use typo3.org for this. Make the news workflow
on some local site and have it copied by the "news admin" to
news.typo3.org.

I don't think it is designed for that. But yes it would be possible...
