not forever I guess ;-)
for the tt_news manual it needs a day or so 

it should be possible to force the cache cleanig by uploading a manual with
a changed TOC. 
e.g. remove a header which is shown in the TOC and upload the changed
manual.
then upload the manual with the complete TOC -> cache should be cleared
