[Typo3-typo3org] possible transition error: doc-review section of extrepmgm

ok, the problem still exists.
the day before yesterday, i uploaded a doc and merged it in. after the TOC 
update, the online manual was updated instantly.
yesterday, i was able to upload a corrected version of the manual. for some 
reason, the doc-review process run through after 
uploading/deleting/uploading the doc several times.
today, when i wanted to upload an enhanced version, the same thing happened, 
i.e. the new manual version is not recognized (yes, i checked the TOC).

perhaps someone of the typo3/ter team could elaborate a bit on TER timings. 
especially the update interval of caches and so on would be intresting to 
know.
