Just had time to read your document.

I would add 2 IMHO "important" things:

* It should be possible to have dependencies on certain versions of extensions
also

* In the criterieas for selecting a supporting mirror there should be a field
which contains the used Provider. Normally connections which stay in the same
provider are the fastest (or am I wrong here ?)
