[Typo3-typo3org] TYPO3.org: Upgrade

Hi folks,

I just finished upgrading TYPO3.org to 3.8.0-dev from the latest CVS. I had
to disable the user tracking extension because it overrides tslib_fe and is
not compatible with the 3.8.0 version of tslib_fe.

Next steps: 

  - disable FE user handling for the documentation section
  - enable caching headers and proxy
  - repair user tracking extension

Someone of you could fix the extension, any volunteers?

More info about the next steps in general follow ... but now I need a
break ;-)
