Another idea:
Who calls everything into RAM? mysql or PHP?
Because if kasper pulls all record fields into RAM but PHP only uses the 
meta data while having the ext code in the array this is the place to look.

You said you have your own install of typo3.org.
Is the TER slow there aswell?
If not, we need to tune the DB performance in respect of multiple users.
If it is, we need to tune in respect of smarter programming.
