An (the?) important question is tool support. We don't need a formal
definition, if it cannot be checked, in our case through PHP. Right?

Well, the developers don't need to write DTD/Schema files; they only need to
follow them. So, if we have the kickstarter generate documents an extension
author might need to create, no problem. Any files generated/used by TER/EM
internally are no problem either.

Other than that, I'm pretty much against DTD, as it *is* a bit simplistic.
Schema is too complicated, although pretty complete. Should we have a look
at RELAX-NG? :)
