[TYPO3-team-templavoila] RFC #13921: Browse and paste icons available if no edit rights

Problem:
If you have no edit right to a page, the browse and paste icons are 
shown. The new icon is already hidden.

Reproduce:
Login as a user which has no edit rights to a page. Go to that page and 
try to insert a reference to a content element via the browse or paste icon.

Solution:
If the user can't create a new element he also can't create a reference 
or paste an element.
See patch.

Note:
I also made this part of code CGL compliant.
