[TYPO3-team-templavoila] RFC: #13756: Clicking the configuration tabs in mapping module scrolls windows

Problem:
When clicking the configuration tabs in mapping module the window 
autoscrolls to that position. That very disturbing and imho nothing 
which a user would expect.

Solution:
Attached patch fixes it by interrupting the click event (which finally 
just tries to jump to an anchor, which is why the frame scrolls down).

Additional information:
Nearly a nobrainer, I just want to make sure that this "scrolling" 
doesn't happen for any unknown purpose .
