[TYPO3-team-templavoila] RFC: #13256: Installing Mininews breaks database driven DS/TO handling

Problem:
When installing the "mininews" extension all non-static TOs will be lost.

This happens due to the fact that mininews (and maybe others) write data 
into 
"$GLOBALS['TBE_MODULES_EXT']['xMOD_tx_templavoila_cm1']['staticDataStructures']" 
which is used as a indicator for static datastructures.

Solution:
Use TV setting in EM to decide if staticDS for scope 1/2 are read, 
respect staticDS for other scopes if TV staticDS is disabled.
