[TYPO3-team-templavoila] RFC: #13158: Inconsistent Tabs

This is an SVN patch request.

Problem:
The Tabs are inconsistent. As some tabs are hidden if empty, you have 
different number on tabs related to the page.
Selected tab is saved in session only by index, so this change by 
clicking on different pages.

Solution:
add a setting
mod.web_txtemplavoilaM1.showTabsIfEmpty = 1

which renders all tabs also if empty.
