[TYPO3-team-templavoila] RFC: #13165: improve flexform reference-lists and workspace behaviour

Problem:
If you've a page with some content elements which was modified in two 
workspaces (e.g. both add an element) at the same time the last one who 
publishes removes the all other modifications and he has no chance to 
see other (already published) changes.

Solution:
The attached patch adds the option ( 
mod.web_txtemplavoilaM1.useLiveWorkspaceForReferenceLists ) to perform 
list-updates always in Live-WS - this has the effect that shadow-records 
(for creation, move and delete actions) are placed in the LIVE-Workspace 
as supposed.

Additonal information:
This functionality has been used in several AOE client projects for 
quite some time - the functionality can be enabled with the mentioned 
setting. The default behaviour doesn't change.
