[TYPO3-team-templavoila] RFC: #13975: hasElementForeignReferences might cause maximum execution time error

Problem:
In some special cases  e.g. in combination with IRRE "function 
hasElementForeignReferences" in class "tx_templavoila_module1" might 
cause a "maximum execution time error"

Solution:
The attached patch adds a local cache which avoids endless recursion in 
case of circular references. (See example in the bugtracker)

Additional information:
Within the bugtracker the reporter "Paints" already confirmed that v2 is 
working for him.
