[TYPO3-team-templavoila] RFC: #13001: Bugfix: new page wizard should respect TCEFORM.pages.* settings

Problem:
When a setting like:
TCEFORM.pages.tx_templavoila_ds.removeItems = 1234
TCEFORM.pages.tx_templavoila_to.removeItems = 2345,3456

is in place the new page wizard is still providing all templates instead 
of leaving out the related items.

Solution:
The attached patch fixes that by reducing the results of the underlying 
SQL-Query.

Additional information:
Important improvement to reduce confusion for the editors - otherwise 
they'd be able to use templates without permission.
