[TYPO3-team-templavoila] RFC: #12973: Allow beLayout template file for TO and DS

For now you only can add beLayout to DS, and you have to copy the 
complete HTML to the meta section in DS.
This is very userunfriendly. Also you can't differ between different TOs 
that use same DS but have different fields used.

So this patch adds 2 recordfields "belayout" to TO and DS where you can 
add a beLayout template file.

Now page module first looks to the used TO, and if a beLayout file is 
found, it use it. If no file is found, it looks to the used DS for a 
beLayout file.

The beLayout in meta tags still works for compatibility, but is set to 
deprecated.
