[TYPO3-hci] Field order in page properties

Hi,

i think we should rethink the field order in page properties again. In 
RFC #9808 (Popup-functionality for Pages) the target field is used, and 
Rupi complaint that usability for type shortcut isn't good as it's on 
the extra tab "shortcut"

So i would propose:
The second tab is often needed to be filled, the other tabs are 
"optional". So it's not good usability if you have to switch such often.

Imho the second tab could be removed completely and the fields can be 
added to the general tab.
At the end you may not switch the tabs for generally filled fields.

"Target", "No cache" and "Cache expires" are palette items of page 
title, "Subtitle" is stand alone field. The palette fields have no 
connection to the page title, so i would suggest:
* Move subtitle as palette field to page title
* Add a new field "cache" with palette fields "No cache" and "Cache expires"
* move target to stand-alone-field

What do you think, are there other things that are not logical in your 
opinion?
