[TYPO3-hci] Where to place the important warnings

Hi,

How about doing this like magento, i dont know if any of you guys have seen 
it but magento uses a common tasks like approach and has things highlighted 
in that, as well as pop ups when you first login as an admin user.

In my opinion the bar, just like the bubble, should only appear if
there's something to be done. So this would mean normally the screen
space is saved, and if there's something important to do, you should get
it done anyway...

On the other hand I'm not against bubbles...
