[TYPO3-hci] Where to place the important warnings

Hi all,

I have been wondering about the following for a while: important 
warnings (like Install tool being enabled, TYPO3 version not being up to 
date, etc.) are displayed in the "About modules" screen which was the 
unconditional start page until TYPO3 4.1.

Now since TYPO3 4.2 it is possible to set your preferences to start in 
another module, which is extremely convenient. The drawback however is 
that you don't see the important warnings of the "About modules" screen 
when you log in anymore.

So I think these messages should be place elsewhere or at least some 
kind of reminder should appear somewhere in the UI to tell you that you 
have some warnings to look at. One possibility I was thinking about was 
to add a warning icon in the top (menu) bar. It would appear only when 
there are warnings and clicking on it would lead to the "About modules" 
screen (or some new screen).
