[TYPO3-hci] Switching Tables (list) and Tables (modify)

Hello,

I propose to switch the order of Tables (list) and Tables (modify) in
the  users and groups edition forms to Tables (modify) and Tables
(list). People wouldn't run into the "danger" of souperflous double
entries so often.

The followig desciption of the form shows that the logic follows a
different order than the current situtation. Mark the word "re-entered":

('modify' tables does not need to be re-entered here!)
