[TYPO3-hci] 4.1 = menubar/iconbar/dashboard; lets go!

Hi Andreas,

what do you think - does it make sense in your eyes to collect the
features and the wishlist in a wiki-project-page?

For me it's hard to build a picture of the whole just in my mind,
because it affects several things. A little diagramm and a table would
help me much. I mean the whole thing inclusive your ideas.
