Hmm...

If we create some kind standard function to use in an extension to read 
(register) conf settings we could even use php to auto create a 
file/register with all the used conf settings in a extension.

When you change your code the Reference is automatically updated to the 
new situation

It looks easy to accomplish. And a lot easier than to scan your code 
afterwards to find all the conf variabels you have used to create a 
configuration reference in your tutorial manually.
