Because the USER/USER_INT objects have a default css property. And many 
plugins make use of this feature.

Which is of course a debatable feature.

What's more old style plugins add themselves to the TS config 
automatically. Only newer plugins have TS config that has to be included 
manually by the admin.

Conclusion: TYPO3 has already solved the issue. It's now up to the 
extensions authors to make use if the new features.
