Sorry to appear again as a nay-sayer, but I don't get it what shall (or
couuld) really be done for 4.5. Drastic changes of the API (developer HCI)
are post-poned to 5.0, but any real change of the GUI (user HCI) relies on
that (eg MVC).
The only idea how to ovcercome this is to introduce a new set of API
(libraries) that are independent from t3lib and tslib. We could evolve them
step-by-step (starting perhaps with an intermediate 4.1, the planned 4.5,
rounding things up in another intermediate 4.6), so that in 5.0 t3lib is
only a part of a legacy extension (typo3conf/ext/legacy/t3lib).
The Core would bit by bit move on to the new API. Extensions can make the
transition when they are ready (and the needed parts of the new API are
stable).
Perhaps it's not possible to change stuff like the TCA, but many parts like
basic form rendering with MVC or a new mail API (sorry, but t3lib_htmlmail
is not what I like) could already be done in 4.5.
