[TYPO3-hci] Lets define Target Groups!

Hi Folks,

We need to define target groups for our usability efforts. Because:
a) In a public presentation of what "ease-of-use" in 4.5 means we  
must communicate those points specified on the different user levels
b) We can refer to a common set of target users when discussion who  
an improvement of usability is targeted at.
