I'll say:
Transform that ext_typoscript_constans.txt into a TCA (at least pimp the structure
so it allows additional meta information used in TCA) - and then render the constants
editor with a little tweaked (layout) version of t3lib_tceforms.
Whenever I need forms in my extensions (more than 3 fields) I instanciate t3lib_tceforms
and let it generate the formular - I even use t3lib_tceforms as form-generating library
for the FE in one extension - by defining a "simulated backend user" - this also works
quite well.
