Sorry I am rubbish at coding so can't help you with this part.

Well for what it is worth, I think the current start page is pretty useless
after the first time you see it.

Some people have suggested configuring something to just jump you straight
to the 'Page' view but this is limiting as other people have different
'start places'.

Your idea of an extension that allows the start page to be configured has a
lot of potential and certainly falls into the remit of HCI.

You already have some possibly good hypothesis on your wiki section.

However, unless you do research into 'what' is currently 'wrong' or can be
improved about TYPO3 then there really is little sense to expend time and
energy on a tool that is not yet clear what problems this new start page
tool is designed to solve!

As a long standing TYPO3 user I find I blank off this page and consider the
left frame as my start page. 9/10 I'll click Page, List or PhpMyAdmin.
Putting those links somewhere else, ie on a start page that will be gone as
soon as I click it - I probably wouldn't use them.

Some people I can't recall who, have suggested if you need to bring popular
functions to the forefront ie to your start page there is probably a design
fault with the interface to start with. On this basis a new start page is a
mere cover up for the real problem.

Hence the need for research to establish if there are any problems at all.

Thinking for a moment from an eye candy perspective. The start page is more
suited for marketing the perception that TYPO3 is ready-to-go and
easy-to-use for people who profess to review TYPO3 after a few minutes or
hours.

If the TYPO3 committee chose to want to address this particular issue then
your start page would be a good place to 'spruce-up'!
