No, I disagree.
1. E.g. if you search for an extension and include also the outdated 
extensions, then you will get a very long list. I cannot image that 
someone will still need an extension which is 4 years or older. I would 
be better to have a smaller list of extensions which are all younger 
than 4 years. Then you have to filter out less extensions.

2. Many old extensions cause collisions with other extensions or even 
with TYPO3. Therefore I have to include them in the extension's file 
ext_emconf.php under the conflicts array. I would like to make this list 
smaller and see most of these extensions disappeared from the TER. E.g. 
they have been written for tt_products 1.2.7 from the year 2003 and will 
not work together with any never version since 2004. And they will never 
work in TYPO3 3.8.x or higher. Why will they still be in TER in 2014? 
Who will ever need them? I think that they only cost time to users who 
find them when they search for a shop extension. It does not help to set 
the deprecation flag.
If someone wants to write a an extension based on the code of an 
outdated extension, then he can still upload it into TER. So there is no 
need to keep it in TER in the meantime.
You could put them into an archive anywhere else. But they should not 
remain in TER:
