[TYPO3-ect] Ideas to clean up TER

This is what I asked for quite some time now!

Exactly! We have enough to do, let's keep this cleanup stupid and
simple, I really don't see the problem of asking authors (or someone
else taking over the ownership) to submit a new version of
outdated-yet-still-must-be-used extensions to comply with these new rules.
